This Imperial policy, instituted by Paula II, promoted close ties between a number of client states and the Imperium. Those along the Zhodani Consulate frontier were of particular importance since they furnished a potential base for activities against the Zhodani in times of crisis, and forced the Zhodani to extensively rethink their program of expansion along the Imperial border.
